Improvement of Incentive Payment System for the Teaching Staff of Secondary Vocational Education Organizations in Togliatti

Annotation Fair wage and incentives for teaching staff are relevant conditions for ensuring high quality education and demand for graduates of community colleges (educational organization of intermediate vocational education). However, the new wage system, applied since 2008, which was supposed to incentive performance of teaching staff, for more than 10 years of use does not have positive demonstration (on education quality and demand on labour market) and its use does not have any influence. In the focus of attention of the current master’s thesis is improvement of the system of incentive system for teaching staff of Togliatti intermediate vocational educational institutions. To solve this problem, a diagnostic study was carried out in eight educational organizations of intermediate vocational education of Togliatti in order to search and analyze problems that exist. In the incentive payment system used in accordance with recommendations of the Ministry of Education and Science of the Samara Region, as well as forming an integrated opinion (teaching staff and heads) about perfect perspectives of the principles of teaching staff stimulation. During the investigation need of teaching staff stimulation upon achieving results required by the Development strategy of regular labour force training system and formation of applied skills for the period until 2020 (approved by collegium of Ministry of Education and Science of the Russian Federation dated 18.07.2013) as well as taking into consideration experience of advanced foreign educational systems, was justified. As a result, a list of criteria for evaluating performance of teaching staff was formed and a methodology for distribution of fund of incentive payments, consistent with the principles of incentives, was proposed. Practical result of the research is study of Methodological recommendations on distribution of fund of incentive payments for Togliatti teaching staff. Current recommendations will help heads of educational organization of intermediate vocational education have a correct approach to performance assessment process and stimulating of teaching staff in colleges of Togliatti and Samara Region, they will be relevant for use in other regions provided their adaptation in accordance with local specificities.
