Acceptable Variants of Curricula for Realization Civil Rights for Studying Native Languages from Among People of Russia

This dissertation aims to examine the implementation of the rights of people to study native languages among other languages of the Russian Federation. The revisions introduced in December 2015 were intended to introduce compulsory subject areas concerning with the implementation of these rights. The study of non-Russian languages considered to be a model of Learning standards thus far. Likewise, the study of the second foreign language was introduced (another pattern of the realization of Learning standards). The innovations have resulted in difficulties for school administration to develop curriculum. The analysis of curricula was bases on educational organizations of Yekaterinburg, Kazan and Moscow. The research has shown that this issue is crucial nowadays. Applying the questionnaire helps to elicit difficulties for school administration to formulate curricula and their implementation in “Native language and reading” and “Native language and literature”. After analyzing the data of Language policy of the Russian Federation and the legal framework in education enabled to develop and introduce potential variant of curricula which don’t contradict the law. The methodological recommendations in developing curricula and organization at the municipal level are to be presented for studying native languages of small indigenous peoples.
