Currently, the system of higher education in our country continues to be reformed. This is primarily due to new challenges and problems in the political, social, economic, educational and other spheres. It should be noted that the financial side of the University's activities is also changing. If at the beginning of the 2000s the number of commercial universities in Russia was 4% of the total number of universities, in 2010 there were already 9%, in 2018 there were already 18%. This growth in the number of commercial universities is an attempt by the Russian state and society to respond to the upcoming trend of commercialization of higher education in our country. Moreover, it is not even that there is a constant growth in the number of commercial universities in our country. The point is different, namely, that the state at the legislative level obliges state (budget) universities to "earn money" and does not rely on state funding. Another necessary prerequisite for the development of the commercial sphere of Russian universities was the economic demand for research results. Research and development began to be funded by business, but in turn the business has become more demanding to treat the results of scientific activities. In this regard, today, higher education institutions of the Russian Federation are obliged to find their own financial sources, develop their own financial mechanisms for forming and managing the budget. Therefore, a necessary condition for the formation and development of the financial viability of Russian higher education institutions is the creation and accumulation of endowment capital, which is intended to form a financial and monetary "Bank" of the University's own funds. A schematic sketch of any endowment Fund is that the necessary package of funds is formed to Finance certain University projects. In accordance with the educational legislation of the Russian Federation, namely the Federal law of 29.12.2012 N 273-FZ "on education in the Russian Federation", any organization that legally (legally) carries out its activities in accordance with the national law of the Russian Federation or an individual whose income is obtained legally has the right to Finance the University. As a rule, the last category (individuals) is the most common category of persons who Finance higher education institutions. Graduates of the University always Finance their own Alma mater. Financial assistance can be expressed in investing stocks, bonds, currency, real estate, mutual funds, and other sources. The object of the study is the target capital funds of Russian universities in the relationship between the directions of spending their funds by the Fund and the directions of strategic development of universities. The subject of the study is the activity of universities in the formation and implementation of funds of target capital funds. The purpose of the study is to consider the basics of formation and development of endowment capital of higher educational institutions of the Russian Federation and to analyze the relationship between the directions of spending funds received from the placement of capital in trust management, and the strategic directions of development of their holders. The research is based on specialized literature, as well as regulations and other documents, reports on self-examination of Russian universities and reports on the activities of their FCC. Methodological basis. When performing the work within the framework of the system approach, General scientific research methods will be used – system analysis, statistical analysis, and logical modeling. The work contains 49 pages and consists of an introduction, three chapters, six paragraphs, a conclusion, and a list of references.
