Pre-University Medico- Biological Education: Vocational Training or Free Self-Determination

The work discusses the reasons for organizing pre-university medico-biological education. The main challenges and prospects for organizing pre-university schools of the Volgograd region are analyzed. Various models of pre-university education are considered and the organization of a structural subdivision of the Federal State Budgetary Educational Establishment of Higher Education VolgSMU “Preuniversary” is justified. The ability to form your educational trajectory, and not just an in-depth study of individual subjects, is an overcoming in the generation of knowledge. The expected results which must meet the design of modern medical education are formulated. The analysis of risks and ways to minimize them is realized. Legal aspects are considered to overcome the problems of organizing a comprehensive school at Volgograd State Medical University. A project estimate is presented for efficient spending of funds and tracking possible changes. A management plan has been drawn up with stakeholders to systematize relationships with stakeholders and increase the effectiveness of interaction with the aim of obtaining a positive result of the project. The economic motivation of the project is presented with calculations of the planned indicators for the income and payments of the institution, the cost of training with in-depth study of individual subjects, subject areas and income from the educational activities of the subdivision, the payback periods of the project are calculated. The conclusions on the comparative attractiveness of the educational product and plans for the implementation and further promotion of the project are presented.
