The paper presents the problems of assessing the quality of training of graduates of medical universities and changing the procedure for their admission to professional activity as an important factor in providing the healthcare system with qualified personnel and expanding the availability of medical care to the population. The purpose of the work is to develop a model of primary specialized accreditation of graduates of the residency program in the conditions of the accreditation and simulation center of a scientific organization as a tool for assessing the quality of training of medical personnel, admission to professional activities and increasing the competitiveness of the organization in the educational services market. The pre-project study includes an analysis of the regulatory framework in the field of healthcare and education, a strategy for ensuring the quality of training of medical personnel in the Russian Federation, changes in the procedure for admission to professional activities of specialists with medical education. The design of the model was based on its understanding as an organic component of the quality assessment system for the training of medical personnel. The invariance of the model allows us to develop its variants taking into account the specifics of residency programs and the specific conditions of scientific organizations. Key words: higher medical education; residency program; admission to professional activities; certification accreditation; accreditation and simulation center.
