The work is aimed at solving the problem of optimizing state and non-state support for innovation implementation actors, which is currently being built on the basis of insufficiently evidence-based empirical studies of the value system of these entities, which, in turn, can affect the decrease in the effectiveness of institutional measures and inhibit the growth of demand for new technologies and products in the regional market and beyond. The work raises 2 research questions: What are the features of the value system of actors of grassroots dynamism of the regional ecosystem with different manifestations of entrepreneurial intentions? What is the role of a supporting university in creating the Kostroma regional innovation market? The main hypothesis of the study was the judgment that innovations promote subjects with a specific hierarchy of the value system, which, in turn, determines the manifestation of entrepreneurial intentions. The research is based on the provisions of the theory of innovation and entrepreneurship by J. Schumpeter, the theory of the value system of S. Schwartz, the diffuse theory of the spread of innovation by Rogers, the theory of grassroots dynamism of E. Phelps, the “adaptation-innovative” theory of Curton. The study used qualitative and quantitative research methods: survey methods (questioning, interviews, tests), content analysis, statistical processing methods using the statistical package SPSS Statistics. The paper describes the target groups of the regional ecosystem of innovation, the structure of leading values and personality traits of actors of grassroots dynamism with different manifestations of entrepreneurial intentions, as well as the value profile of actors with a high level of subject innovation. The interrelation of leading values and subjective innovativeness among actors of grassroots dynamism is confirmed, the role of a supporting university in the formation and development of the regional innovation market is fixed. Key words: innovations, grassroots dynamism, grassroots innovations, value system of innovators, subject innovativeness, ecosystem, supporting university.
