Growing out of the right to participate in managing state affairs, the institution of public control remains only its formal reflection, sometimes deducing practical inapplicability. This can be judged on the basis of a huge number of factors caused both by the nature of public control, which contains diametrically opposite interests, and by the growing demands of a developing civil society. This graduate work proposes a bill of the Federal Law “On Amending the Federal Law “The Basics of Public Control in the Russian Federation ”, which enshrines new subjects, outlines the scope of public control (in accordance with judicial practice), provides new guarantees for protection the rights and interests of citizens in the implementation of public control, and also introduced a new form of public control - civil veto.

The full text of a thesis can be published in open access on the HSE website only if the authoring student (copyright holder) agrees, or, if the thesis was written by a team of students, if all the co-authors (copyright holders) agree. Student theses are objects of copyright and their use is subject to limitations in accordance with the Russian Federation’s law on intellectual property.
