This paper presents a comprehensive study of communication in the framework of international environmental agreements on climate change based on cases of the Netherlands and the Russian Federation. The research goal is to establish a connection between communication on international environmental agreements (IEA) and the implementation of domestic policies. The conducted literature review provides a multilevel analysis of communication and explores the contribution of various stakeholders to implementation at international and domestic stages. The applied methodology incorporates qualitative and quantitative techniques aimed to test the stated hypotheses. The methods include the case study analysis of Russia and the Netherlands, topic modelling and sentiment analyses of the domestic media coverage. The research intends to explore the influence of domestic power structures on the communication of non-binding environmental agreements. The major contribution of this paper will be the establishment of theoretical model to study communication process that will help to evaluate the performance of international agreements.
