This research is devoted to the Institute of participation of the Prosecutor in the pre-trial stages of criminal proceedings. The actions of participants in criminal proceedings affect such constitutional rights and freedoms of citizens as the right to life and freedom of movement. However, failure to act in criminal proceedings may also violate constitutional rights, including access to justice and compensation for damage caused by the crime. The possible restriction or even deprivation of these rights requires the state to exercise extraordinary control to ensure that the actions of participants in criminal proceedings are lawful. In addition, there is a public interest in the criminal process, which is to ensure that crimes do not go unpunished. The Prosecutor is involved in the criminal process in order to implement these two tasks — ensuring the legality and exposing the perpetrators of the crime.
