The work is devoted to the study of the activities of the State Duma of the Russian Empire of the III convocation in the implementation and protection of certain civil and political rights and freedoms, enshrined in the Fundamental State Laws of the Russian Empire of April 23, 1906. The main purpose of the study is to compile a complete picture of the actual activities of the State Duma of the Russian Empire of the III convocation in the area of our research. The structure of the work, besides to the introduction, conclusion and list of references, consists of three chapters. The first chapter is devoted to the study of the rights and freedoms enshrined in the Fundamental State Laws and the legal basis for the activities of the State Duma. The second chapter is devoted to the research of the legislative activity of the State Duma, and the third – the power of the inquiry. The second and third chapters, in turn, are subdivided into 6 parts, based on the issue under study, in particular, issues of personal integrity, freedom of assembly, speech and press, unions, religion and women's issues. In the first chapter, the author states that the Manifesto of October 17, 1905 and the Fundamental State Laws of the Russian Empire of April 23, 1906, as well as the temporary rules adopted under those before the first convocation of the State Duma in various areas of our research laid the legal basis for the rights and freedoms we are studying, and also outlined the direction of further legal development of Russia in this area, and also highlights the foundations laid by the Fundamental State Laws and the Establishment of the State Duma, which led to further interaction between the State Duma and the executive branch of the Russian Empire. At the same time, with the development of legislative and control relations, there was a change in the application of these norms leading to more effective interaction between the State Duma and the Government. In the second Chapter the author establishes unsuccessful to a certain extent legislative activity of the Third State Duma on the issue of inviolability of person, the absence of such activities in matters of freedom of speech and press, as well as extremely small and not affecting the essential foundations of the institutions lawmaking in the field of freedom of assembly and unions. At the same time, lawmaking in the field of women's and religious issues was characterized by a certain degree of productivity. In the third chapter, it is researched that the request activity was more active and had different points of attention compared to the legislative activity. Women's issues were not represented in the inquires, issue of religion was raised rarely, while the issues of freedom of assembly, speech and press were inquired regularly, and the inviolability of person was the most frequent subject of inquiry among the researched rights and freedoms, the question of the freedom of unions, though often raised by members of the State Duma, was rarely supported by the Inquiry Commission. In conclusion, the author formulates the main conclusions based on the results of the study.
