Features of Implementation of the E-government Principle in Russia

The purpose of the study: to identify the conditions that affect the implementation of the «e-government» principle in Russia in one way or another. In this work we have analyzed the essential characteristics of the concept of «e-government»; identified the causes that explain features of the implementation of the concept of «e-government» in different countries; reviewed the specifics of the websites in the Russian model of «e-government»; studied the quality and effectiveness of the Russian model of «e-government». The scientific novelty of the work is that there has not yet been a comprehensive study in Russian that would include the main characteristics of the concept of «e-government»; the reasons that affect its implementation in one way or another; the study of portals that determine the appearance of «e-government» in Russia; the problems of their functioning. As a result of the study, the following conditions were identified for the implementation of the «e-government» concept: a low level of distribution of electronic services throughout the country; lack of the necessary regulatory framework; low computer literacy of many state and municipal employees; lack of structure in the presentation of content on the websites «e-government», etc.
