The Arctic region due to its specific geographical location and extreme climatic conditions has long remained inaccessible for the development of economic activity and was not included in the priority areas of international cooperation. However, the combination of climate change and the consequences of globalization processes contributes to changing the role of the Arctic in the international agenda and increases the opportunities for its development. This work is devoted to assessing the impact of macro factors on the development of the Arctic region and the transformation of international cooperation in it. As a result of the research, it was revealed which factors are the driving force of international cooperation in the region, and which play a deterrent role. In addition, the change in the position of Russia regarding cooperation in its Arctic zone was studied.
