Benchmarking Energy Efficiency of the Housing Sector in Russia and Abroad

The residential sector, being one of the main consumers of fuel and energy resources, has a great potential to reduce energy consumption and improve energy efficiency. The unique organizational and technological structure of the energy system, the state of the dwellings, the heat supply system and consumer habits led to a relatively high energy intensity of the living space. Today, technological progress allows to increase the energy efficiency of buildings economically feasible, as evidenced by the examples of foreign countries. The aim of this work is to develop proposals for improving policies in the field of energy efficiency in the Russian residential sector based on benchmarking of energy intensity and energy efficiency of residential sectors of a group of foreign countries.
