The paper investigates the impact of the European Emissions Trading System (EU ETS) on the development of innovation. Porter's hypothesis was chosen as the theoretical basis of the study, and a meta-analysis of the literature and structured focused comparison were chosen as the methodological base. The novelty of the study lies in the use of a new method, analysis of the work of the EU ETS at the present stage and taking into account additional factors of recent years that may affect the development of innovations. The main result of the study is that EU ETS is developing innovations, but the actions of this system, as well as additional EU policy instruments, supply and demand factors are not enough to achieve the EU’s goal of transitioning to a climate-neutral economy by 2050. This is mainly due to the low price of emissions and its volatility. Therefore, the fulfillment of this goal requires significant improvement of European policy.
