Abstract The cooperation of the "Belt and Road Initiative" covers economic, cultural, and social and life aspects, but economic cooperation lies at the heart of cooperation in the "Belt and Road" construction. The practice has shown that the influence of culture on the economy is growing. In the promotion of one belt, one road policy, the advance of culture is of particular relevance. The cultural identity is not only the inheritance and development of the spirit of the ancient Silk Road, but more importantly, the attraction of the "one belt and one road" initiative through the cultural communication and promotion, thus promoting the cooperation. By analyzing and expounding the theoretical origin and scientific connotation of culture and cultural identity, we can further analyze the different factors that affect culture, and thus put forward constructive suggestions to promote cultural exchanges and strengthen cultural identity between the two countries from a scientific perspective. In order to explore the influence of cultural identity on Sino-Russian relations under the new situation in the belt and road initiative, it is necessary to review the long history of cultural exchanges between China and Russia and find that both sides have unique advantages in further deepening cultural identity. Under the current international situation, by analyzing the current situation and characteristics of the cooperation between the two countries, we can find some problems in the cultural exchange between China and Russia, and on this basis, we can discuss the possibility of Sino-Russian dialogue and the solutions to Sino-Russian conflicts. Key words: cultural identity; the belt and road initiative; Sino-Russian relations; Economic and trade cooperation
