Current Policy of Development Assistance to other countries in Russia and Japan: a Comparative Analysis

Development assistance (both ODA, official development assistance and unofficial development assistance, foreign aid) has been a tool and aim for developed and developing countries from the 20th century and to the current day. Assistance policies vary from country to country but always pursue political goals. In the increasingly interconnected world Assistance policies are a subject of discussions both internally within the countries and externally, on the international agenda. Traditionally, researchers compare developed countries ODA between each other or analyze the development assistance in terms of one country (Fumitaka, 2009). The paper applies the traditional methods of analyzing Assistance Policy and converts them into cross-analysis to determine the effectivity of Assistance and Foreign Aid in general. The purpose of the paper is to compare two countries` development assistance measures in terms of their effectivity regardless of their economic and political power in the international community. The methods to be used are the following: comparison analysis to find the preconditions of the development assistance policies and the outcomes of each project to determine the effectiveness of the policies of both Russia and Japan, retrospective analysis to understand the grounds of each country to employ assistance policies, statistical analysis to find the measurement of effectiveness of policies applied. The study is aimed to create a universal precondition to adapt Assistance Policies and fix them to make them more effective
