Methods for Evaluating the Effectiveness of a Technology Project

The present paper attempts to analyse Mir, a national payment system established by the Central Bank of Russia in 2015, as a technology project. The purpose of this study is to extract information about the variety of factors that led to success of implementation of Mir as Russia’s national payment system and formulate practical recommendations for realization of various technical projects on their basis. To achieve this, history of Mir payment system and the National System of Payment Cards of Russia is analyzed. Criteria of technology project success are defined, factors that led to the successful national payment system implementation are identified. On the basis of this, practical recommendations for technology project realization are given. Methods used in this research include analysis of scientific literature and official documentation.
