Performance Indicators System Development for the Evaluation of Project Progress: a Public Procurement Case

Evaluation of project progress is essential. This provides data for effective control and business administration and helps to neutralize potential risks. Complex performance indicator system for project named «Expertise of public purchasing» was developed based on Kanban, the method of change management. The system makes possible keeping track of project progress at any lifecycle point from project initiation to project completion. The performance indicator system is proposed relying on project unique features, requirements and acceptance criteria advanced by customer and stakeholders along values of Agile. Applying of the system requires the transition from New Public Management model to New Government model within the frame of the project. This means the necessity of cultural changes in project team cooperation at the same time.
