National Innovation Policies and International Cooperation for the Development of Hydrogen Economy

Hydrogen Economy is a long-envisioned disruptive innovation. With the introduction of Sustainable Development Goals (SDGS) and ratification of Paris Agreement it gained another wave of interest, that ultimately resulted in a range of independent and joint innovation policy measures on the development of Hydrogen Economy that have been appearing in different regions of the world. Yet the paradox of Hydrogen Economy is that its diffusion in the public domain outstrips in development the conceptual and semantic formation. In order to come up with the comprehensive definition for Hydrogen Economy a literature review on the evolution of the concept is conducted and experts and policy-makers on Hydrogen Economy are interviewed. Based on the findings a comprehensive definition for Hydrogen Economy is coined. A number of national innovation policies are analysed as well as a European roadmap that presents the international cooperation context. The model of Hydrogen Economy is outlined.
