Governance of Open Research Data: Approaches to Regulation

The current situation with COVID-19 outbreak shows the extreme importance of international scientific collaboration and free flow of scientific information. Even though open research data regulatory frameworks have been developing in western countries for more than ten years, the next issue to consider in the future is the provision of efficient regulatory frameworks to encourage data sharing in both developed and developing countries. In this regard, the study explores the topic of approaches to the regulation of open research data. The work answers two distinct research questions. First, what approaches to the regulation of open research data currently exist. It provides an extensive analysis of regulations and policies in Germany, the UK and the US that are established at three different levels: national, public R&D funders’ and institutional and the interplay between them. The second question refers to the definition of possible trajectory of open research data regulatory framework development in Russia considering the experience of the developed countries and Russian specific context and current level of development of Open Science. As a result, the study provides recommendations based on previous case study analysis and interviews with Russian experts.
