Administrative regulation is one of the main ways of legal consolidation of administrative procedures. Administrative regulations contribute to the implementation of the functions of the state, the provision of state and municipal services, and are also an important tool for the implementation of anti-corruption policies. However, despite the widespread use of this type of legal acts both in law-making and in law enforcement practice, their legal nature and implementation features remain unclear from the point of view of the theory of state and law, which determines the relevance of this final qualification work. The scientific novelty of the study is due to the fact that for the first time a comprehensive general theoretical analysis of administrative regulations and the practice of their application was carried out. In the course of the study, the author’s definition of regulatory law was developed, the specificity of the type of legal acts under consideration was determined. The author's classification of administrative regulations is proposed. Based on a study of Russian and foreign practice of applying administrative regulations, a set of recommendations was proposed to improve the quality of administrative regulations in modern Russia, a legal model for regulating the process of developing and adopting administrative regulations was developed, and possible prospects for further development of regulatory law in our country were identified.
