The Evaluation and Foresight of Regional Competitiveness on R&D Skills in China

Regional R&D personnel is the core element of development of economic and social regional and the basis for regional innovation system to play a role. Regional R&D personnel becomes the most valuable and scarce resources, and the core of enhancing a region and a country's competitiveness, beyond physical and capital. So it has important theoretical value and practical significance that evaluation and foresight of the competitiveness on R&D skills in China. This main research objective could be achieved through answering three key research questions: Research Question 1: What is the current status of competitiveness on R&D skills in China? Research Question 2: What is the importance of regional competitiveness on R&D skills in China? Research Question 3: What are the effective strategies on promoting competitiveness on R&D skills in the next ten years in China? After extensive investigation, data analysis and in-depth research, main results are as follows: 1.The law of growth of R&D personnel and the factors of affect growth are studied. Analyze the four stages of growth on R&D personnel, and decompose growth characteristics and the main factors affecting in every stage. On this basis, optimization ideas on S&T innovation system are proposed. 2.Construct index system of the regional competitiveness on R&D personnel. Discuss the definition of the regional competitiveness on R&D personnel, content, impact factors and other issues and construct index system of the regional competitiveness on R&D personnel based on science-based, completeness, feasibility and other principles. 3.Propose unbiased GM (1, 1) model and unbiased recursive Grey Verhulst model and their optimization solution. To further enrich and develop quantitative research methods of evaluation and foresight of the regional competitiveness on R&D personnel. 4.Empirical research on regional competitiveness on R&D skills in China's six central provinces. First, analyze the size, structure and inputs of R&D personnel in six central provinces and the status of outputs of science and technology. Then make empirical research on competitiveness in 2005-2008. Using gray foresight model proposed in this paper on China's six central provinces 2009-2012 R&D personnel competitiveness of the predictive analysis, forecasting results show that the six central provinces of different levels of competitiveness is approved. It shows that he order of competitiveness of regional R&D personnel in 2009-2012 is: Hubei, Anhui, Hunan, Henan, Shanxi, Jiangxi. 5.Propose strategies on enhancing the regional competitiveness of R&D skills. Strategies are proposed from aspects of the conditions of construction, systems guidance, team building, improve the evaluation and incentive mechanism.
