The Selection of Personnel in the Civil Service: Existing Methods and Practices

The work is devoted to the consideration of the existing personnel selection system in the civil service as well as the identification of current problems and trends of this system. As part of the study, particular attention is paid to the methods of selection of applicants for civil service positions. It is shown that the set of methods used by state bodies for the selection of personnel is quite wide and includes, among other things, business practices of selection. The autor justified that there is a mixed approach to the selection of personnel in the civil service. It has been confirmed that the state bodies of the constituent entities of the Russian Federation are more proactive in applying of non-standard methods of personnel selection then federal state bodies. Based on the results of the study, a global conclusion is drawn about the need to form a new culture of personnel selection because there is the presence of a formal approach to this aspect of personnel management of the civil service.
