Research objectives: to identify how the presence of a strategy in a company helps to exist and make a profit; to study what factors influence the formation of a strategy; describe how the strategy helps at the initial stage, at the stage of creating a company; identify the theoretical foundations of the problem; form a strategic portfolio aimed at achieving strategic goals. It was found that the development of a strategy is a very important step for small businesses at the initial stage, since the strategy allows businesses to become more competitive, create a unique product offer and helps to survive in a changing environment. The strategy forms the sustainability of the business, allows you to achieve the goals necessary for survival, and can also contribute to the scaling of the business. Strategic planning is able to give any business the opportunity to grow quickly, without losing quality. A clear strategy will hit the business at a certain pace in its development and provide a vector for a movement. The main results achieved in this study are the development of a portfolio of strategic projects for small businesses. The main goals for 4 categories (finance, customers, internal processes and team growth and development) were formed in the work, and then prioritized. The main projects were also thought out to achieve the goals, which were included in the portfolio of strategic projects. Thanks to the implementation of these strategic projects, the business will be able to increase profits, increase user loyalty, increase trust, attract new customers by expanding the list of programs and languages. Scaling can become both functional and quantitative.
