Liang Qichao's "juvenile China theory" published in 1900 mentioned that "a strong youth is a strong country". Due to the particularity of teenagers and the serious harm of their criminal consequences, the problem of juvenile delinquency has been a concern of the international community. The prevention of juvenile delinquency is not only related to the future of minors themselves, but also to the fate of families and countries. In recent years, the rapid economic and social development has greatly enriched our material life, but also affected our social and cultural values. At the same time, although average incomes have increased, the gap between rich and poor has widened, the emergence of various social contradictions and other issues have also led to a series of crime problems. In addition to objective factors, the negative impact of the current social environment, the bad environment of family and school, there are also physiological and psychological characteristics of teenagers themselves. Accordingly, the prevention of juvenile delinquency has become a common problem for the international community. Through literature review, this paper finds out a new direction worthy of study. Based on the study of juvenile delinquency in Shaoxing City, Zhejiang Province, using case analysis, questionnaire survey, empirical test and other research methods, this paper analyzes the characteristics and types of juvenile delinquency in local areas, and analyzes the influencing factors of juvenile delinquency in Shaoxing City and its impact on social economy. Finally, from the perspective of government governance, it puts forward countermeasures to prevent and correct young crime. In recent years, the data of juvenile delinquency in Shaoxing City shows that juvenile delinquency in this area is mainly property crime and violent crime, and new juvenile delinquency begins to appear. It shows that there may be some deviant behaviors in the growth process of teenagers .Be aimed at the causes of the juvenile crime, this article will use the relevant theory of public management, from the prevention and correction of juvenile crime, put forward the government governance countermeasures. The prevention of young crime can be realized by the government leading and strengthening the social prevention, family prevention and school prevention of juvenile delinquency. Secondly, through the legislation and justice of Combining Leniency with strictness, the norms and innovation of community correction and enterprise correction, we can make the problem youth return to the society better and realize the correction of juvenile delinquency. The study of juvenile delinquency and deviant behavior promotes the development of Criminology and juvenile law. Through the combination of government prevention and correction, this problem can be reduced and eventually solved.
