Legal Mechanisms of Reduction Risks in Public Management in Sports

This paper considers legal mechanisms that are preventive measures to resolve emerging risks and problems in the state administration of sports, as well as those possible mechanisms that need to be developed and included in the system of legal regulation of sports in Russia. The aim of this paper is a detailed study of the features of state regulation of the sports sector, its main risks directly related to public administration in the field of sports, as well as finding the best ways to resolve the problems and minimize these risks through the use of various legal mechanisms. To achieve this goal, the following tasks were set and completed: 1) Consider the main goals of public administration in the field of sports; 2) Study the Russian legislation governing sports relations, find the main shortcomings in the legal regulation that can create risks for both sports and the state as a whole; 3) Conduct legal comparative studies between the Russian legislation governing the field of sports and the laws of other developed countries, with developed sports laws; 4) To study judicial practice in sports disputes; 5) Identify the most problematic aspects of state regulation in the field of sports, identify the main risks, determine those legal mechanisms that can not cope with the task, or identify gaps in the legislation; 6) To analyze the legal mechanisms aimed at reducing possible risks, as well as develop new ones that can improve the current situation and minimize the onset of adverse effects in the future. The result of the work done is both a comprehensive study of public administration in the field of sports, and various proposals for the implementation of the legal mechanisms that I have developed that can reduce the likelihood of the risks considered.
