The existing national project «Education» defines the RF’s entrance into 10 leading world countries by the quality of comprehensive education as the main strategical aim. The achievement of this aim is impossible without qualitative modernization of teachers’ actual professional competence. Their activity defines the competitiveness of the educational system. Unfortunately, the actual system of additional education for Russian teachers doesn’t conform to the modern standards of education. The research has determined the key features of the system of the additional education in foreign and national practice. The distinctive features of the Perm regional model were analyzed: the staff development by means of the University Districts. In this context, Perm Higher School of Education (HSE) – National Research University offers an innovative form, the Olympiad for teachers, «PROFI». This Olympiad has no analogues. The pros and cons (advantages and disadvantages) were assessed by analyzing the feedback forms, semi-structured interviews with the participants and the teachers who have not taken part in the Olympiad. As a result, the aspects of the Olympiad’s modernization were identified in order to improve the organizational and technological model of the Olympiad. This model can be used by the representatives of Central Organizing Committee.
