The growing penetration of the Internet around the world provides great opportunities for the development of e-commerce. As a result, governments of various countries, taking into account domestic priorities and needs, are developing national rules and laws for regulating electronic commerce, which creates barriers to international trade. So, the current trends have become an impetus for the intensification of international negotiations on the issue of electronic commerce in the WTO. This study covers the role of e-commerce in world trade and the formation of its regulation in the WTO. To assess the potential impact of national laws on the formation of international e-commerce rules, the EU and China were selected and a comparative analysis of their applications to the WTO was carried out.
