Political Factors of Educational Reforms in Kazakhstan: Cases of Nazarbayev Intellectual Schools (NIS) and Unified National Testing (UNT)

This research study examines the factors that influenced the successful implementation of educational reforms in the Republic of Kazakhstan. It turned out that N.A. Nazarbayev's personal interest in the field of education is the locomotive of reform in this area. Educational reforms take place according to well-planned programs in a short time, within the framework of one department under the leadership of supporters of modernization, in isolation from the influence of opponents of reforms. As a test of the suggested hypotheses, an analysis was made on the absence of the above factors in other social policy reforms, in particular health care reforms.
