Reasons of Non-Compliance of EU States During and After the Migration Crisis of 2015-2016

The research focuses on the reasons of non-compliance of Visegrad Group (Hungary, Slovakia, the Czech Republic, and Poland) during and after migration crisis of 2015-2016. The paper examines why the leaders of these states decided not to participate in the redistribution of refugees, who arrived on the territory of Italy and Greece, as well as not to accept refugees according to the quotas apportioned for each member-state. Based on the scientific literature on non-compliance and migration in the European Union the author hypothesizes that states of Visegrad Group made their decision relying on potential threat from refugees 1) in relation to national identity and local culture, including language and religion, and 2) in relation to national security. Both hypotheses were confirmed based on qualitative analysis on news and statistical data.
