The Impact of Russian State Policy on the Effectiveness of the Educational Export to Africa

The object of the research is the export of Russian education to African countries (to each country separately). Cooperation between Russia and Africa has already reached a high level in such sectors as trade, so now the focus has shifted to training and education as important areas. In addition, most students from Africa study in Russia on a fee-based basis, which has a great contribution to the Russian economy. Russia is aimed at the stimulation of the student’s influx form African countries. That is why the purpose of this dessertation is to systematize the causes and factors that determine the scale of the educational migration from Africa to Russia. The analysis of the data taken from annual statistical compendium on export of Russian educational services and the Official website of The United Nations was carried out. As a result of the analysis, propositions to the Ministry of Education of Russian Federation, Rossotrudnichestvo, foreign psychologists, social workers, and migration service employees were given considering the need to motivate people from African countries come to Russia for studies. Received data was analyzed using such statistical tool as fixed-effect model. As a result, the most significant factors influencing the influx of the students coming from African countries for studies to Russia were chosen.
