Network Analysis of Russian Public Administration Studies

Over the past decade, bibliographic studies of scientific communities have attracted widespread interest. However, no research has systematically examined public administration science community in Russia. This paper aims to investigate public administration science structure and its core elements in Russia. For this purpose, our study combines methods of network and cluster analysis in order to conduct a cross-citation analysis of 9976 publications, which were gathered from E-library database. This study reveals 5 key journals in Russian public administration science. Also, the results suggest that all journals form 6 clusters. Our evidence that some of journals tend to manipulate with citation strategies provides a foundation for future applied work in this area. Moreover, our results have important managerial implications for policy makers, who involved in science funding process.
