The theme of the final qualification work is "Territorial Public Self-Government: Problems of Legal Regulation of the Organization and Activity in the Russian Federation". The research work is relevant because of the need to develop social activity as the basis for the civil society in the Russian Federation and to increase the range of forms of self-organization and the effective operation of local self-government. The author of this work justifies the advantages of the association in the territorial public self-government, identifies the existing problems and future opportunities of the institute, propose improvements to legislation and efficiency of the territorial public self-government. The structure of the work includes an introduction, three chapters, six paragraphs, a conclusion and a bibliography. The first chapter defines the place and role of territorial public self-government in the system of local self-government, substantiates the specifics of the institute, distinguishes it from other forms of association. There is also an analysis of the territorial public self-government federal legislation. The second chapter provides an overview of the organization and functioning practice of territorial public self-government in federate entities, analyzes the regional and municipal legislation and the financing of the institute. The author analyzes the current state of territorial public self-government in Moscow, the main city problems, the participation of citizens in solving these territorial problems. In the third chapter, the principles of interaction between local authorities, bodies of territorial public self-government and people are formulated with a view to optimal cooperation and development of the territory. The author created fourteen criteria for the effective functioning of territorial public self-government which guarantees the development of the institute on any territory. Recommendations have been developed to improve the legal regulation, organization of the territorial public self-government in federate entities and Moscow. The work proved that territorial public self-government has a high social significance and is a necessary element of civil society, plays a huge role in the life of people and the development of the territory. The role of local community centers and the proactive budgeting was highly appreciated in the development and support of the territorial public self-government. Three main areas for improvement have been identified: legal regulation, financing and increasing of public-awareness.
