The First Results of the Far Eastern Hectare Program Implementation. The Main Problems and Prospects for Further Project Development

This study aims to study the first results of the Far Eastern Hectare program, which was created by the state to accelerate the socio-economic development of the Far Eastern Federal District. The attraction of participants is carried out by providing them with a free land plot of one hectare per person. The study will help to answer the question of whether the goals and objectives set in the program are fulfilled, what problems participants face. The methodology used consists of qualitative and quantitative research methods, such as interviews, questionnaires, observations and content analysis of media sources and legislative acts, as well as a review of judicial practice. The results of the study indicate that there are a number of problems associated with the inability of program participants to develop vacant lands due to low civil liability of citizens, weak state support, resistance from local authorities and an imperfect legislative mechanism. To solve the problems, a number of measures are proposed in order to avoid judicial conflicts, contradictions in the legislation, as well as low awareness of the participants.
