The paper considers the issue of developing financial mechanisms for access of NGOs to primary education services at the expense of budget funds. This topic is relevant, because in recent years there has been a development of the segment of socially oriented NGOs in Russia. However, the level of involvement of the latter in the educational process in Russia remains quite low compared to other developed countries. In this regard, it is of scientific interest to study financial mechanisms that would contribute to expanding access of socially oriented NGOs to the provision of services in the educational sphere.
