The system of qualification requirements for civil servants in recent years as part of the ongoing administrative reform has undergone significant changes. The compilation of the “Directory of qualification requirements for the specialties, training areas, knowledge and skills that are necessary to fill the posts of the state civil service, taking into account the field and type of professional performance of state civil servants”, was an important step in introducing a competency-based approach in the recruitment process for public service personnel. Even though similar systems have long been introduced in other countries, the Russian approach has no direct analogues. Moreover, studies on the improvement of this mechanism are almost completely absent. The purpose of the study is to improve qualification requirements for government civil servants in the field of air transport. This is achieved by collecting and grouping the competencies of civil servants on the basis of all available administrative regulations for the provision of public services of the Federal Air Transport Agency and comparing them with the qualification requirements of the directory, as well as by comparative analysis with the experience of foreign countries in the formation of qualification requirements. Recommendations are given on the introduction of qualification requirements from the soft skills category into the directory, as well as the requirements for knowledge and skills necessary for the provision of public services. This information can be used to improve the directory in the field of regulation of the transport complex, as well as its organization as a whole. Other researchers may use the provided material to analyze other areas of the directory or to use Russian experience in integrating the competency-based approach in the public sector.
