Talent Pool as a Talent Management Tool in the Public Sector

The final qualification work is devoted to the study of the personnel reserve as one of the tools of talent management in the public sector. The purpose of the work is to identify the features of applying the practice of "personnel reserve" as a tool for forming a talent pool in government agencies. Within this goal it is necessary to realize the following objectives: to formulate a definition of "personnel reserve"; to define "talent"; to consider the types of personnel reserve and the ways of their formation; to reveal the peculiarities of work with personnel reserve in the public sector organizations; to review best practices for civil and municipal service of the personnel reserve according to the Ministry of labour and social protection of the Russian Federation and to perform the practice of work with personnel reserve in the state corporations. The structure of the work includes an introduction, two chapters, conclusion,and bibliography.
