Federal Decisions and Budget Interests of the Subjects of Russian Federation: Issues and Solutions

This work considers the intersection of budgetary powers of the Russian Federation and the subjects of the Russian Federation and offers recommendations for resolving these contradictions. In the first chapter, the author analyzes the basic concepts of fiscal federalism and identifies the intersection of budgetary powers of the Russian Federation and the constituent entities of the Russian Federation contained in the legislation of the Russian Federation. In the second chapter, some intersections of powers are analyzed in more detail and their scale is estimated based on statistical information. The third chapter is devoted to the analysis of foreign experience in delimiting budget powers and organizing tax control. In the fourth chapter, the author gives recommendations on optimizing the budget system and correcting the revealed contradictions. In conclusion, the author summarizes his work and summarizes the results of the study.
