Managing Municipal Spatial Development by Urban Districts Authorities

Russian government for the past years has adopted significant amount of policies for spatial management. Some measures of these policies are primarily focused on the improvement of city territories. On the local level authorities of urban districts are responsible for implementing development programs in according municipal formations. However, there has not been sufficient research that would attempt to comprehensively analyse the impact of these policies on the urban districts. This paper addresses the issue of ineffective management of spatial and strategic planning in urban districts. The purpose is to identify reasons for ineffective management of urban districts and to come up with recommendations that could contribute in the successful introduction of measures for the better use of territories in Russian municipal formations. In this study primarily qualitative methods are used, such as the analysis of legislative documents in the field of urban planning, analysis of expedition materials, conduction of surveys in form of interviews with executive bodies in local governments of urban districts. Mistakes and inconsistencies in legislation of spatial development of urban districts and in implementation practices are discovered, followed by suggestions for minimizing issues within spatial and strategic planning of urban districts.
