Constitutional and Legal Bases of Economic Policy

The purpose of the study is to analyze the implementation of constitutional economic principles in the framework of the state economic policy. The paper explores the concept of economic policy through the prism of the provisions of the constitution of the Russian Federation. The author gives a generalized description of the constitutional-legal institutions of regulation of economic relations. An attempt is made to disclose the content of the constitutional principles for the recognition and protection of private property and freedom of economic activity in conjunction with the current economic policy by studying general scientific ideas, regulations and decisions of the Constitutional Court of the Russian Federation. Statistical data of federal government bodies, international and public organizations in the field of business and entrepreneurship are provided, their analysis and evaluation are carried out. Measures are proposed to bring economic policy in line with constitutional economic principles by amending the legislative acts of the Russian Federation. In the course of the study, such general scientific methods were used as: historical, comparative, logical (analysis, analogy), the study of the texts of articles and official documents. The scientific novelty of the work lies in the search and justification of the relationship of real economic indicators with the level of implementation of constitutional economic principles. The relevance of this study is due to the controversial political and economic situation in the Russian Federation. To explain it, an attempt is made to find the relationship between the constitutional principles that form the basis of the economic policy of the Russian Federation, their interpretation and application by subjects of economic policy and the consequences that arise as a result of just such application and interpretation. As a result, conclusions are drawn about the inferiority of the implementation of economic principles, the need to revise the vector of economic policy, and initial steps to correct the situation are proposed.
