Uncertainty, Multiple Streams, and U.S-EU Policy: A Comparative Analysis on the Ukraine Strategy

This paper assesses the development of the Ukrainian institutional reform in the context of assistance efforts and policy implementation made by the United States and European Union. Since the occurrence the Maidan Revolution in 2014, American and European policymakers have aimed to improve the performance of the Ukrainian state through institutional change to generate greater policy capacity, commitment, efficiency, integrity, and responsiveness to achieve developmental goals, specifically with respect to anticorruption and governance, and energy and economic sectors. However, despite assistance efforts, events over the last few decades have shown just how far behind Ukraine is in institutional reform. This paper assesses the factors which shape the state-building initiatives of the United States and European Union from the 2013 Ukraine-crisis to 2020. It argues that Ukraine has poor policy capacity despite substantial American and European efforts to facilitate the institutional reform process.
