Analysis of the Labor Market of Single-Industry Towns in Kemerovo Region

The thesis is devoted to the analysis of the state of the labor market of one-industry towns in Kemerovo region – the region with the largest number of one-industry territories (24). The labor market is keenly responding to all changes in the socio-economic conditions of the country and (or) the region, what is especially inherent in the labor market of one-industry towns. The existing mechanisms for regulating employment and the development of the labor market of one-industry towns do not take into account the particular socio-economic situation of specific one-industry town, and all subjects of the labor market of a one-industry town - workers and employers, representatives of the state and public organizations - depend on the imbalances in the economy and the industrial structure of one-industry towns. The purpose of the thesis research is to develop recommendations for the development a sustainable labor market in one-industry towns. The work considers the types of one-industry towns, the stages of their development in the Russian Federation and abroad. The characteristic of the regulatory framework and measures to support one-industry towns in Russia is given. Typical socio-economic characteristics of one-industry towns of the Russian Federation are discovered. The role of emerging territories of advanced social and economic development (TASED) in optimizing the labor market of one-industry towns was also disclosed. The needs of the labor market and the proposed retraining programs of educational organizations are investigated. The main factors of the influence of informal employment on the stabilization of the labor market are determined. In conclusion, the socio-economic characteristics of the one-industry towns of Kemerovo region are given. The features and problems of the labor market of one-industry towns of Kemerovo region are represented. The organizational and economic conditions for the transformation of the labor market in the one-industry towns of the region are disclosed. On this basis, recommendations on the maintenance of a sustainable labor market in one-industry towns were developed and the main ways to stabilize the economy were identified.
