Territories of Advanced Social and Economic Development: Survival Strategies and Municipal Policy

Nowadays the territory of advanced social and economic development (TOSED) remains the main type of support for single-industry towns, which are the concentration of large production capacities, various industries. According to the official website of the Monotown Development Fund, at the beginning of 2019, 13,640,500 people live in single-industry towns, which makes up about 10% of the country's population. In connection with the problems of implementing the TOSED mechanism, as well as the insufficient depth of the proposals for modernizing the TOSED policy in the domestic literature, the study and identification of real problem areas is quite relevant for our country. As a result of the study, the main problems of municipal policy strategies and population survival strategies were highlighted using the example of the TOSED of the city of Chusovoi, and specific steps were given to solve these problems. A focused policy on the implementation of all the proposed measures can help improve the economic situation in Chusovoi. Sharing this experience is also possible to other problematic single industry towns in Russia.
