Keywords: social protection of the population, social protection programmes, allowance, subsidy, cost of living, criteria of need, socio-demographic groups. The pandemic has led to increased poverty, and many social protection problems have become much more acute in the face of a falling economy and state budget revenues. What need criteria will be the most correct in this situation, whether the increase in social spending of the budget is effective are the most pressing issues today. Research objective: to research and evaluate social protection programmes for the population and recommend the most promising areas, taking into account Russian characteristics and the best foreign experience for various socio-demographic groups. The scientific novelty of the study: the author’s vision of the purpose of the social protection system based on three components is given: an effective system of social protection should provide basic human needs, create the foundations of well-being and development opportunities. The best European experience in social protection has been summarized. The intergenerational approach has been determined promising for the Russian system. Various socio-demographic groups have been identified and priority areas of social protection for each have been identified. Incentive measures are proposed that could push a person out of poverty. The volume of the master's thesis: the number of pages - 121, the number of figures - 60, the number of tables - 16, the number of applications - 1 on pages 119-121.
