In Russian Federation, due to demographic changes, the share of the working-age population is decreasing, which leads to an increase in the financial burden on young people, an increase in budget pressure, a decrease in labor productivity dynamics, and so on. Therefore, the use of the labor potential of persons of an older age group is an urgent issue. In addition, people of older ages and pre-retirement age often face discrimination both in employment and in dismissal from work. In this regard, in Russian Federation on September 25, 2018, a draft law was passed that provides for criminal liability for unjustified refusal to hire or unjustified dismissal of a person of pre-retirement age. The state feels the need to regulate this problem and protect the rights of this category of citizens. In this regard, the aim of the study is to formulate recommendations for improving state regulation of workers near retirement age based on an analysis of existing measures to support older workers in Russia and the world.
