Moscow: NRU HSE, 78 p. This research is devoted to analyzing policy responses to poverty in the Russian Federation. For this purpose the evolution of social welfare in Russia in 2000-2020 was researched as well as commeasurable OECD experience, so that it was possible to compare the undertaken measures and their results in order to check what the actual impact of the policies was. The paper sets its goal to research Russian poverty structure (who the vulnerable groups are) and find other countries’ policies applicable to the case. Special attention is paid to official documents discussion and policy evaluation, both within Russian and foreign states through analyzing legal acts and statistical data related to social assistance. As empirical basis the following countries are chosen: Kazakhstan, Poland, Slovenia, France, Canada, Norway.
