The main goal of the study is to identify the factors of value differentiation of Russian regions. The paper analyzes key theoretical approaches that explain the processes of modernization of society and the role of value transformations in the overall structure of this process. The theory of modernization by R. Inglehart and the theory of emancipative values by K. Welzel, defining the basic role of socio-economic and cultural-historical factors of value differentiation, were presented as a basic concept. To assess the degree of value differentiation of regions, the indices of emancipative values were calculated, which confirmed that Russian regions are differentiated by the level of value modernization and can be grouped into the regions of the “center”, “semi-periphery” and “periphery”. At the final stage of the work, the influence of individual and regional factors on the value variation of the Russian regions was checked by multilevel regression modeling and it was concluded that factors at the regional level, reflecting mainly the socio-economic specifics of the development of the region, have a rather weak effect on the differentiation of values than individual factors .
