The Implementation of UNHCR Refugee Policy Recommendations: a Comparative Analysis of Russia and Australia

Today we are witnessing the highest level of displacement in history. There are 70.8 million forcibly displaced people worldwide, according to UNHCR. While the number of refugees worldwide continues to grow, and the global government seeks to reconcile the crisis, some countries do not fully share responsibility by helping refugees and or host countries or improving the asylum system in their territory. Analyzing the implementation of UNHCR refugee policy in Russia and Australia, this study evaluates the capacity of the particular countries to burden-sharing and contribution to world refugee crisis solving. The comparative research is done by the mix-method analysis, including qualitative, quantitative, and also case study methods. The study claims particular refugee policies of Russia and Australia turn into some losses: growing numbers of illegal persons, marginalization and radicalization of illegal immigrants, violation of refugees’ rights, exclusion of refugees from the labor market, and economic effect.
