Analysis of the efficiency of regional innovation systems in Russia

This research focuses on identifying factors that influence on the efficiency of creating and disseminating innovations in the region. Based on the theoretical concept of regional innovations system (RIS), Russian regions are analyzed in their abilities to produce and promote innovations efficiently. A comparative analysis shows that Russia lags behind developed and many developing countries in almost all metrics characterizing the efficiency of resource use and the degree of impact of the results of scientific, technical and innovative activities on the economy and society. In this regard, the field of evaluating the efficiency of innovations is very relevant, but there are not many studies addressing this problem. It was decided to use as a research methodology the two-stage approach to estimate the efficiency factors. Firstly, nonparametric Data Envelopment Analysis based on linear programming technique was applied to estimate efficiency scores. At the second stage regression analysis was conducted on efficiency scores to determine the significant factors. In the result, factors include the institutional environment factor, the availability of financial services, government support for innovation, the quality of human capital as well as the quality of the investment environment and the agglomeration effect. Based on the results of the work, the directions of regional innovation policy were formulated.
