One of the reasons for the separation of project management in a special area of knowledge is called by experts the presence of the uncertainty factor. If you did not take enough time to identify, analyze, classify, prioritize, determine the probability of occurrence and assess the strength of the risk exposure before starting the project, keep on time and allocated budget is almost impossible. Today, the effectiveness of risk management is insufficient. Existing and applied risk analysis and management approaches come down to creating a protective reserve “just in case” and, often, have no connection with the general project management strategy in the organization. Qualitative risk analysis prevails over quantitative, which many times reduces the accuracy of the estimates obtained and the reliability of management decisions. It is important to have an integrated approach, thanks to which it is possible to identify vulnerable areas, recognize signs of deviation from the norm in advance and have a sufficient margin of flexibility and strength in order to minimize the impact of any adverse event. In this regard, the main focus of this work is on the effectiveness of the risk management process and its role in existing practices and project management methodologies. The first part of this work provides an overview of the analyzed sources on the topic under consideration, defines the basic concepts of project management, analyzes the indicators and the reasons for the unsuccessful completion of projects. Particular attention is paid to the concept of the Theory of Constraints and the adaptation of its provisions to project management, taken as the basis for the methodology proposed in the framework of the work. Existing methods for assessing project risks are analyzed. The second part of the work is devoted to the substantiation of the choice of approaches and methods used in the proposed methodology of the project risk management system, as well as the formalization of its main provisions and limitations. Special sections of the work describe the methods for calculating project labor costs and assessing the current risk level, which are part of the proposed methodology. The final part of the work is devoted to setting up and launching a project risk assessment model, as well as analyzing the results and practical application of the project risk assessment model.
